It depends on your local authority. Converting a house (C3) to a small HMO with 3-6 occupants (C4) is normally Permitted Development. However, many councils have introduced Article 4 Directions that remove these rights and require planning permission. Large HMOs with 7+ occupants always need planning permission as they're classed as Sui Generis.
