What is a Flood Risk Assessment (FRA)?

An FRA is a formal report that evaluates the likelihood and potential impact of flooding on a specific site or development project. It’s usually required as part of the planning application process in areas that may be at risk of flooding.

When do you need a Flood Risk Assessment?

You will usually need a Flood Risk Assessment (FRA) as part of planning application if your site:

  • Lies within Flood Zone 2 or 3. These are ares with medium or high flood risk, as defined by Environment Agency.

  • Is a large site in Flood Zone 1- typically over 1 hectare, or where there are known drainage issues.

  • Faces other flood risks- such as surface water flooding, high groundwater, poor drainage or proximity to reservoirs or canals. 

  • Falls under Local Authority policy- some councils require an FRA based on their own flood risk evidence or strategic plans.

What is included in flood risk assessment?

To complete this type of report, we review all relevant flood data from the Environment Agency, Natural Resources Wales, or the Local Planning Authority. This includes information on flood protection measures and consultations to identify the specific flood risks and considerations linked to the site and any proposed development.

Local planning authority requirements

Due to significant development pressure, Local Planning Authorities must carefully manage flood risk. This risk arises from multiple sources, including heavy rainfall, high groundwater, overwhelmed drainage systems, and nearby reservoirs. For sites identified as vulnerable, particularly to surface water flooding, the LPA will require a Flood Risk Assessment to ensure new development is safe and resilient.
